bar and circle charts for panel data

hello

I have this data and I want to :

1) for 2011 (for example) I want to know the percentage of index-numbers that have a ratio > 100% and those that have 70% =< ratio =< 100% and finally the ones that have a ratio < 70%

2) represente those percentages with bar chart and circle chart too

3) how can I do the charts for all the years now (2006 to 2014) to make a comparison
