Help creating a 4 quadrant chart

Hello I need help creating a four quadrant chart to summarize data findings.

I've attached my worksheet that I am working with and will need to create a total of 6 charts (one for each tab).

Basically, I need a chart that has four quadrants with Prior Peak & US Trend running along the top and Above & Below running along the left. From there I will need to be able to plot a point on the chart to indicate whether the employment trend is Above or Below the Prior Peak employment or Above or Below the US Trend for each particular employment sector.

Any help would be greatly appreciated.
