More detail, or a more specific question?
When I think of a scatter chart, I think of (x,y) pairs of data points. You have only given one set of data. Are these supposed to be the X data, or the Y data? In either case, what are you wanting to use for the other? How much of your question is specific to Excel, and how much of it is a more generic "how do I chart this kind of data" independent of the charting client/application you want to use?
