Displaying labels for error bars only

I received awesome help in another thread to include the custom error bars in the attached chart. Now I want to add data labels but ONLY for the error bars. Is this possible?

Add another series to the chart that only has values for the points where the error bars are. It's unclear what value you want to show, so you may need to modify the data label so it shows a value from a cell rather than it's actual value.

Thanks for your help Andy. I have added text box labels to the new attachment so you can see what the end result needs to be. I hope this makes it clearer.

I tried a secondary axis but I cannot make the arrows align correctly in between the two rows of data the same way that the error bars do.

I believe this is what Andy was talking about. The added series is used for the data labels, which are linked to the cells, and the error bars are drawn from the actual data.
