Data Label References Move when Rows Are Hidden

I have a chart which contains data labels where I have gone in an manually changed the labels to reference specific cells. The references to the cells are locked using "$" before the column and row indicators so I expect them not to change. However, whenever I hide a row (or set of rows) the cell reference changes (even if I'm not hiding the row that is being referenced). Anyone else have this issue?

This doesn't address the issue. It has to be specific to this workbook. When I copy everything into a new workbook, the behavior stops. My cell reference in the new workbook is locked and does not change when hiding/unhiding data. The only problem is that I need the chart to be in my existing workbook, not a new one. I'm wandering if there is any workbook-specific option that is engaged that makes this happen?
