changing labels

Hi,

This request is for Excel 2013 & 2016

1. Is it possible to change the data labels from a number to the Percentages. I will need the numbers (0 to 8) along the x-axis as it currently is displayed but i want the Percentages displayed after the bars instead of the numbers
2. Is it possible to have the start date (cell:C16) underneath the 0 and end date (cell:C17) underneath the 8 on the x-axis.
