Representing values on a bubble chart

Dear Forum,

I'm struggling to make a bubble chart.

I want to create a graph with Cost: Low, Medium High Running along the X axis and Benefit: Low Medium High Running along the Y

Then plot projects depending on where they sit in this

I would think a bubble chart would work but I can't work out how to plot it.

Hi,

That sounds like an XY scatter chart unless you have a third value for bubble size that you haven't mentioned?
