Repeat name for matching each criteria in PivotTable

Hello friends, I have a data set:

NAME Level1 Level2 Level3
A 1 2 3
B 1 3
C 2

And I need to transform this data to this desired result:

A 1
A 2
A 3
B 1
B 3
C 2

For each level the name must be repeated. Preferably with pivot table, can't figure out myself, so would like to ask you - smarter people.
