Map with different regions

Afternoon,

Basic excel user here. How can you break up a map of a state into different sections/regions and also show relevant information for each of those regions/sections? I would like to be able to show percentages or counts of inspections across the state for 2019 and be able to update it as well. I've seen examples like the one I've pasted, but no clue how to do this.
