Excel graph- two bounds on X Axis

I am preparing a budget flow chart, Budget against actual spend as below on X axis.
    Month Budget Spent
    Jan 20000 0
    Feb 20000 19500
    Mar 22500 22450
    Apr 22500 22480

I could plot the graph but the gap of the line for Feb to march is like overlapping each other unless my graph is big then only can see there is a gap in value for Feb, mar and apr. As I need the graph starting from £0.
I could draw a graph that starting at 19000 then could see the gap of the line. But I need a graph that start from value £0

It is possible to draw a graph that £ value from 20000 to 22500 is in bigger gap? i.e for value 0 to 19000 say 1cm apart, then 19000 to 23000 (instead of 4 cm apart make it 8 cm apart).

I like to attached a pic of graph so that I could explain better but I fail to do so.chart.docx

Have a look at this instruction how to set it up in Excel 2013
    https://www.extendoffice.com/documen...k-axis.html#a2

I think if you play a little with their instruction you can create what you ask
I would suggest making a Break in the Y asses so you "hide" part of the line because januari is such an odd value this

my personal choice would be to use a bargraph with Budget on primairy axis and a wide column. and Spent on secondairy axis with a slimmer bar and a data table under the graph.
That is most informational in my book. The users that just scan the picture see quickly if spent is within budget or break out. And the number crunchers can see exactly how close it is to budget.

Thank you very much for your suggestion. Indeed this graph is on top of a bar chart which I have a bar chart too that indicate different cost that I didn't include it in my question to avoid confusion.
