Reverse order of X-axis when using Primary & Secondary Axis

I have attached graph which I have plotted and reversed order of the x-axis, however, one of my data sets (WOH) will not reverse. I can't seem to figure out how to do this

Add a secondary horizontal axis, set it to no line, tick marks or labels, categories in reverse order, and set the vertical axis to cross it at the maximum value. See attached.
