Question Pivot Table Grouping Contains All Sub-Items

Hi! I've run into a recent problem where when I try to make groups in a pivot table, everything is showing up within the group.*For example, if I try to group two categories as "Below Average" and two as "Average or Above," all 4 categories are shown within the two groups created.

Average and Above Average are marked as 0% within the Below Average Group, and 2 and 1 Levels Below Average are marked as 0% in the Average or Above Average Group, but in my past experience with pivot tables, they wouldn't show up at all. Unfortunately, I can't limit the pivot table not to show items with no data, because there are cases such as shown above where the 1 or More Levels Above Average is 0%, but is a key piece to visualizing performance.

Are there other ways I can be grouping or omitting the excess data in the groups?

Thanks so much in advance for help

Updated to include attachment of pivot table with data source.

Re: Pivot Table Grouping Contains All Sub-Items

This is an issue that may be solved by changing the source data. Include a sample workbook and we might be able to help better.
One spreadsheet to rule them all. One spreadsheet to find them. One spreadsheet to bring them all and at corporate, bind them.

A picture is worth a thousand words, but a sample spreadsheet is more likely to be worked on.

The data source is a table, referenced by naming the whole table, not the cell selection. Just added the sample workbook
