There is no common data between the two tables - how are you expecting to create a relationship between them? What's the link???

There is no common in two worksheets.
Any alternative way to create relationship between of that two worksheets with the help of Power Query then create pivot table ?
Because i tried in Powerpivot, but it did not work.
No - there is no commonality between the two tables, so it's impossible to create a relationship.
What would you expect to see in a pivot table based on both tables? You have provided no expected outcomes.

Hiw would Excel know which rows to match up?
In Sheet1 D1 copied across and down:
=IF(Sheet2!A1="","",Sheet2!A1)
The formula which you have given, it works perfectly
Can we do same thing with the help of power query ?
Load each table to connection - add an index to each - merge.
