I am currently trying to create a bar chart with location vs. time, however the time values are 0<1 weeks, 1<2 weeks, 3<4 weeks, etc. How do I create a chart that has the y axis reflect these values?

You need to use formula to convert the text to values using a table.
The VLOOKUP formula can be used.
To add meaningful labels to the value axis you can use a second data series plotted as xy-scatter. Linking the data labels to the table of descriptions.
