I have data as in the small attached sheet, and would like to be able to create a chart as the one "hand drawn" in the sheet. Having tried various ways, I never get the text attached to the data point :-(

You will need to use a free addin to link data labels to cells in order to display additional text information.
The example contains 2 line charts with category axis formatted as Date and Text, so you can see the affect on the line.
