Surely you know that we can have Multi-level axis label (ex: Year/Quarter/Month) but Excel seem just allow us to adjust text alignment/text size/text color for the last level. Is that really true or we can have another way to mess with higher level?

Unfortunately you can only format the inner level of labels.
You can fake the axis by using the secondary axis.
I have left the axis and series formatting in place so you can see how it's constructed.
