Area and Scatter Chart with Areas bound by x & y axis

This is what I'm trying to achieve. I want to have three areas that are technically ranges, bound by x and y axis. Then have a scatter or bar chart type that overlays it. Basically, it's a way to quickly see where the "outliers" are at a quick glance, compared to whatever given range in use, such as 0-30, 30-60, and 60-100.

I got the basis of it, but i'm looking to have the primary (y) axis show various numbers, and have the area charts use a percentage for the range they display as. 0-30% 30-60%, 60-100% based on y axis from 0-1000.
