Radar graph questions

I am attempting to use Excel to draw a cam profile using the radar graph. The cam is used on an automatic bandsaw blade sharpener. A guy emailed me a spreadsheet showing how he did it, but being pretty much a newbie when it comes to Excel, I'm having trouble understanding how it works. I've attached the file if someone wants to take a look and explain what he's doing. The values in B2-22 are the height (y) measurements in mm he took every one horizontal (x) mm of the saw tooth profile. Any help would be greatly appreciated.

Why not ask the guy?
