Adding a picture on a graph

I want to add a picture on a graph so that when I copy, move, or shrink the graph, it will remain in its place. I want to put the picture near the legend. I attempted to group the picture with the graph. It worked but it ungrouped depending on where it was dragged from. Very weird. I try resizing the graph up and down to see if it stays, and sometime it does and sometimes it distorts and ungroups for no reason. I dont get it. Any solutions?

Hi me from the past,
How about creating a picture inside the graph this time. It works much better. That way there is no grouping needed and it doesn't do funny things.
