Have you shown your Target as a separate series on your chart? If so - it shall not disappear if you change only data for main series - productivity rates. Probably the best advice at the moment is one from the http://www.excelforum.com/forum-rule...rum-rules.html :
Post a WORKBOOK. Nobody wants to type data from a picture or paste text from your post into a spreadsheet as a prelude to helping. To attach a file, push the button with the paperclip (or scroll down to the Manage Attachments button), browse to the required file, and then push the Upload button.
ok. i figured out how to get the line. Now I need to clean it up. I was told to double-click on the secondary axis, but I can't find anything that says it's the secondary axis. Help!
May be you do not have it, that's why you can't find.

Try using the chart toolbar. This contains a dropdown which will contain the secondary axis, if it's been applied.
Alternatively select a chart element and use the Up arrow to move the various other chart elements until you reach the secondary axis.
To check you have applied the secondary axis use the Chart Options dialog.
