HELP: Formula to Pull Zone and Weight from a Rate Chart when knowing only the charge

Hi,

I have been trying to work on this excel worksheet for a while. I have give the charge column (tab:data) and the rate chart (matrix type with weight and zone). I want to find the formula that would tell me if the charge is in the rate chart (I know it would use countif), and tell me what the zone and the weight associate with it. I have been racking my brain with it, using
=CELL("address",Index()), but it won't work. Any help would be appreciated. Thank you. (Please see attach for more details)

Okay, since there are multiple instances of the same value, we need to decide if we want the first row (lowest weight) that comes up or the first column (lowest zone). I went with lowest weight/row.
So first we calculate, in B2, the row using this ARRAY formula
