Wrong Data Value Error - Please Help

These formulas were working fine yesterday and today, no go. I was receiving some correct values, but as soon as I deleted the rows above to make the dummy worksheet, the same wrong data value error appeared for those cells, too. I don't know why they are tied to above cells, which were completely unrelated. The cell values are all formatted as "General." Please help. I have to present the worksheet that I created on Monday and it has decided to go haywire. Thanks in advance. ~Sandy

Can you post the 'working' book from before the issue occurred.
Then describe the actions taken that 'breaks' it ?

I attached what the workbook looked like before I deleted the rows above the table containing the formulas (on Prep Info Worksheet). The #Value! returns appear if you delete any of the rows above the table, but the thing is, on Rows 18, 19 and 32-38, this error occurred before I deleted anything. While I was making the dummy worksheet, I just happened to discover that more of the #Value cells appeared as I deleted the rows above the table. I am so confused. I hope that you can help.

Yes, that works perfectly. I don't know what happened. Everything has been working fine for the past few weeks until today. At one time, I had some Index and Match formulas entered in those cells, but decided that they slowed the workbook down too much. I modified the formulas, but apparently didn't do it correctly. I am by no means an Excel guru. Thanks for your help!

FYI, just a tip.
Don't DELETE rows if it can be helped.
Instead, just use CLEARCONTENTS on the rows, then paste new data onto them.

Deleting rows messes up formulas that refer to them.
