Data Validation + OFFSET + COUNTIFS

Thank you for taking the time to read my post, I have been trying to accomplish a task for some time and I simply cannot make this work, I've tried searching for a viable solution but it seems I am out of luck, so here I am:

On Excel 2010, I have the following scenario:

I have a table with some info (Department - Employee - Job Title), the goal is to have two data validation cells pulling data from existing Job Titles and Departments, and then the piece I am having trouble with is the third Data Validation, which should display only the employees with the selected job titles and departments, now I am trying to use a combination of OFFSET + MATCH + COUNTIFS, however, I am not going much further... For example, if the user selects Networking & HR then the third validation should only allow users to select employee "Noel".

Please any help on this matter or insights on how to accomplish this task would be much appreciated.
