I need to populate blanks in a column without exceeding the last row of data
Which column? How will you determine last row? Adjacent column? What would like the blanks filled with? No crystal ball on my desk. Give us more information. A sample worksheet uploaded would be really nice.

Let's say you want to fill blanks in the range with 0:
1. Enter 0 in any empty cell on the spreadsheet and copy it
2. Highlight the entire range with data
3. Press F5, click on Special and select Blanks and click OK
4. Press Ctrl+V to paste 0.
