Sub Group filtering

I have a column containing tens of thousands of sub groups separated by blank rows. Each sub group contains 7 rows, with each row in that subgroup having 4 common values.

I need a solution to look at each sub group and return in two separate columns (blue highlight) in the blank row beneath each sub group (red highlight) the following results:

Col N "WIN=?R"...Rank (Col J) value, for row with a "WIN" (Col I)

Col O "Rank 1= ?"...QLDodd (Col A) value, for row with a #1 in Rank (Col J)

I would then be able to do Countifs of Col N that had values in Col O matching specified criteria.

I have provided the correct results for each sub group that would be required.
