i think you mean a2,b2,c2,d2,
so
=AND(B2>=A2,C2<>"",D2<>"")

Really sorry the attachment has the following mistake:
INSTEAD OR: "Need: IF B1>=A1 AND C3 NO BLANK AND D4 NO BLANK THEN
B1 WILL BE FORMATING"
CORRECT: "Need: IF B2>=A2 AND C2 NO BLANK AND D2 NO BLANK THEN
B2 WILL BE FORMATING"

Martin can you please tell me the same function but to be formating when the c2 & d2 are blanks?
do you mean
