so
=AND(B2>=A2,C2<>"",D2<>"")

INSTEAD OR: "Need: IF B1>=A1 AND C3 NO BLANK AND D4 NO BLANK THEN
B1 WILL BE FORMATING"
CORRECT: "Need: IF B2>=A2 AND C2 NO BLANK AND D2 NO BLANK THEN
B2 WILL BE FORMATING"

do you mean
