Copy cells in another sheet if 1st sheet has a certain color in a specific column

I am trying to have sheet "Current Log" populate all of the information from the sheet "Bid Log", but only under certain conditions.

Copy the entire row if
1) Public column says "Y"
2) Date column is black, not red

All of the red dates are in the past.
I would prefer to use a formula and not a macro or filters since I will not be the one using this, and my boss will be for reference.

The third sheet show what the ideal view would be from formulas.
