inventory disqualifiers

hello helpful folks of excelforum.

i am very thankful for the help i have been getting from you folks. apologies if some (well, probably a lot) of my queries seem too easy for you. i know a few simple formulas & i have the thought of what i need to come out as resulting tables. i, however, am challenged converting the logic to excel formulas.
i have been asking questions not all at once because i am trying to come up with a template that will compute for monthly variable incentives for our folks to easily understand & i only get to work on it part by part so once i get you help, i get to review it (but i must admit still that it's not easy to follow what some formula do).

i am once again reaching out to see how i can present & of course compute for aged inventories (cases that have been left pending for a few aged groups) that definitely will have penalties if not completed on allotted time. there will be commensurate bonus if these cases are closed before going past service level agreement. kindly see tables as attached.
