Are HRS remaining supposed to be allocated by % days in month?
For example, if July had 10 days and August had 10 days, would it be 50% split on hours?

Yes, that is correct.
I had a play with this and attached is the result - not perfect but it works, but every month you would need to do a little extra work and modify the formulas a little. Anyway, it's a start!

Siva, this works great except for one issue that I forgot to mention. The days remaining needs to calculate working days (not weekends).
