I'm having some issues with the Index and match function only returning same first value.
=INDEX('Site User List'!$A$3:$A$500,MATCH("AA",'Site User List'!$J$3:$J$500,0))
See if this is what you had in mind:
Lookup with multiple instances of the lookup value
Biff
Microsoft MVP Excel

The formula, by design, finds the first match.
What are you trying to accomplish? Why not use a Pivot Table instead?
