Applying Formats from Conditional Formatting to Other Cells

I have a pretty large Excel file where a section is indexing the findings for various store locations against Total results. The indexed findings are color coded based on the extent at which they either surpass or fall short of Total.

What I need to do is take the cell formatting generated by the Conditional Format and apply it back to the Store percent that was indexed against Total. In essence, I need to take the formatting from one cell and apply it to another, ideally via a formula. In the attached I need the formatting from E9 applied to C9, F9 to D9, etc.

Is there a way to do this?
