Distribute variables evenly

Hi I have a row of data that I would like to distribute evenly

Where I have views, I would like to distribute this evenly from the range of 0-5000 so that I can create a graph showing a correlation between the sum of downloads and the views. Is there a formula I can use to achieve this?
