Conditional formatting isn't correct for some cells

I'm trying to do some simple color formatting by comparing multiple cell's values to the value in the Goal cell. If higher, green. It's working form most cells in the uploaded example below, but not for M5, N5, and P5. I've tried everything, but can't get it to work. All cells are the same number format. Does anyone know why this conditional formatting rule doesn't work properly?

How would you expect anyone to diagnose a problem with an Excel workbook using a Word document with a picture of part of a worksheet and a dialogue box?

Well, I was hoping it was just something silly I messed up that someone would spot from the screenshot. But here's the spreadsheet.

    Cell value > $C5, not just C5

Unless you make the column absolute, you will just be comparing each value to the value in the previous column.
