Conditional Formatting text pull downs/columns

I have a table (see attached) that has pull down menus in a column to select "Locked" and "Unlocked". I would like the final cell in the column to show "Complete" when all cells are locked and "Incomplete" when there are still Unlocked cells remaining. I would like this to happen automatically, at the moment I just have it as a manual pull down menu as well.

I cant figure out what formula I need in Conditional formatting (>Use a format to determine which cells to format) to do this, or maybe this is the wrong way to do it?

Without CF, :Try this formula in B17: =IF(COUNTIF(B1:B16,"*U*")>0,"Incomplete","Complete")
