Array worksheet function fails when I use a range of 15,000 rows

I have the following array worksheet function (ctrl shift enter):

That works fine. However, when I change it to the actual larger range, it fails (displays N/A):

Any thoughts why? Is there a limit on range sizes with array worksheet functions?
