Is there a way to control a range from a single ‘’control cell’’.

My spread sheet uses the same cell range thousands of times.

Is there a way to control the range from a single ‘’control cell’’.
For instance, if the range happens to be b9:b17 and i want to change
it to b7:b45, can i define the cell range in a single cell [say cell d3]
so that i merely must change the value in d3 to specify the new range
    b7:b45?
