Those seem to be localized formulas in Dutch language... Try these:
=EOMONTH(C3-1,24)+1
=TEXT(E5,"yyyy-mm-dd")&" "&TEXT(F5,"hh:mm AM/PM")

Yes they are in dutch but normaly excel should change the language automaticly.
Can I change this formula to conform with Office 2003

It didn't change them for me, those two cells reported errors, and only when I edited them, they displayed values...
I forgot about Office 2003, but quick Google search says that this function should be available in 2003, too, after activating Analysis Toolpak Addin; go to Tools - Addins, and try to locate it there and enable.
Has anyone answered the Op's question - which related to cell B3? i don't think so, so here's my offering... Looking for a simpler solution. Any takers...
