Vlookup returns error even when Lookup Value and Value on the table is the same

Hi All,

I need help figuring out this vlookup error. On the attached file, cell L5 returns an error when looking up the value in cell K5. Usually this is just a typo that I solve by manually checking using the Value function (if its false then its usually a typo, if true then the vlookup should start working). However, even after confirming that the lookup value and the value inside the table matched, I still can't figure out why the formula cannot return the correct answer when the next cell (K6) worked fine. I also made another table showing that the formula only works on certain lookup value and not on others.
