EXCEL conditional formatting on Microsoft access database not working

I have a sheet on Excel that is being fed from an access database query and i have been having so much trouble trying to do conditional formatting on it. Basically i need for the "Hours" column H to highlight red if they are >.2 of the "TGT" column F. All the traditional formatting i try does not work.Any ideas?

I can include the excel file but rather not due to sensitive info which i have hidden.

Is the data in the Hours numeric or is it numbers stored as text?

Actually, if both columns have numbers as text try this.
    Formula: copy to clipboard
