Min & Max with 2 criteria

Since there are no minIFs or maxIFs, I need help.

I need to find a work-around formula (see yellow squares) that renders the min and max answers for 2 criteria.

The 2 criteria are room count (2, 3, 4 or 5 rooms) and Status (looking only at rent stabilized).

    Thanks in advance,

after copying the formula use Ctrl+Shift+Enter to make it a array function and then drag horizontally
