Percentage with drop in number in same ratio

Hello,

I need help on excel sheet where I have 15 fields with their weightage defined, based on availability of data I need to calculate percentage cohesiveness i.e. if data is captured against reported field or not. However there are 4 condition to it, "Matching", "Data missing", "N/A" which is not an error attributed, in addition we have one more condition called "Data available-Not matching" which should be treated as an error.

Problem is when I select one error value i.e. "Data available-Not matching" score drops as per the weightage to the respective field. But with further selection of N/A and Data missing which is not an error for someone who is capturing the data, overall percentage score drops significantly. (something like score of 75 out of 80 would be 94%, and 65 out of 70 is 93% and subsequently).

I Need to get the percentage constant while I select data missing and N/A.
