Linking to data in a file where user does not have file permission

I want to grab data from Excel sheet where the user can not have file permission to the sheet.
Is there a way to mirror certain data to a 3rd file that this user can access?
Use VBA to grab it in the background?

MIS.xlsx is the source file that I can access, but I can not allow other user to view.
Tem.xlsx is accessible to other user, but I can not give file permission to MIS.xlsx.

I want Tem.xlsx to grab some data from MIS.xlsx

    My formula is
    =+'Z:\MIS\[MIS.xlsx]TEM'!B4
