Assigning data dynamically

The attached shows two dependent input and output lists.

I have a formula for generating OUT List1 but I have a mental block on the formula for assigning the corresponding OUT List 2 data.

Please note that IN list1 and IN List 2 are of variable length.

Would VBA solution work? Although you will have to do the formatting manually though.

I want to avoid using VBA if at all possible. I am sure there is formula but I unable to get my head round the relationship between the input/output rows = probably using MOD or INT or combinations thereof.

I note my post appeared twice; apologies to all for that.
