How do sumifs row to column and sheet to sheet against multiple date and reference.

file attached.please help me.

Try this in cell E3

=SUMIFS(Data!$D$2:$D$26763,Data!$A$2:$A$26763,'Req Format'!$A3,Data!$B$2:$B$26763,'Req Format'!$B3,Data!$C$2:$C$26763,'Req Format'!E$2)
