Yes. You can do this with conditional formatting using a custom formula with the COUNTIFS function. Based on your text description I would apply the following formula to the range A1:Bx where x is the highest possible row you would use, and use red fill:
Your default fill can be green fill. Then you only need one conditional formatting rule.
I can't reconcile your description to the image. Row 5 is an account number with a unique location yet is colored the same as the account number with duplicate locations.
