averageifs() using date range - not working

I am sure this is a really simple error, but i've scanned the forum and found various solutions but for some reason they are not working for me.
trying to very simply get the average of hourly energy prices for each month - i swear i've done this before and never had a problem

Greater than or equal to, less than or equal to. You need the comparison to precede the equal sign.

Good: >=, <=
Bad: =>, =<

So easy to run into that. Sometimes I break my VBA with just an errant space or period.

yeah I understand the extreme importance of syntax, but since it is so rigid and unforgiving, Excel should have the capability to alert you to the minor issues with the error checker.
