Trying to calculate a quartile of a data set that meets certain conditions

Hello everyone,

I have a data file that contains install times for projects and I am trying to figure out what the 3rd quartile of the installation times are by market. In the attached file, I would like to figure out what the 3rd quartile of installation times in column H (Install Times) by the what is in column O (UtilityName). I can figure out what the 3rd quartile of all jobs by using the quartile formula, but I am having trouble figuring it by the different market areas. I have tried combining it with an IF statement, but I am having no luck so far. I wish I could do it through a pivot table, but it seems like that is not an available function in a Pivot. Can anyone help?

If your Current Data sheet is sorted by UtilityName, then this appears to work:
