So, I know it's possible to use conditonal formatting to highlight duplicates, however, what I don't know is if there is a way to compare the value of TWO rows with another TWO rows and only highlight if both rows are duplicates.

In my attached sample file, I have the following values in A1, A2, B1, B2:

EUR 5
USD 5

and in E1, E2, F1, F2:

EUR 5
USD 4

In this scenario, I only want A1, B1, E1, F1 to be highlighted as duplicates because they both contain "EUR" and "5" respectively, the other has a different value in at least 1 cell so no highlighting should be shown

Is this possible to do?
