Count number of scheduled time off based on a department

I need to calculate the number of people scheduled for time off in a particular day with in the same department. There are multiple rows with the same department that may or may not have a code in the cell. I am thinking that I can put a summary in the in rows 61-64 with the department number and the count for each day.

Eventually this information will be pulled into a forecast with a vlookup table in another workbook.

Anyone have any ideas? File attached.
