Combination formula

I am trying to create a database that will allow me to find every combination of names and allow me to see their related values as well. Example would be column B has 5 names. Mary john joe bob and lily. column D also has five names. billy kate mitch travis charles. column F has 7 names jim kate jose joseph matt michael and dan.
the names in column B would only be used once. Names in column D would be used twice and names in column F would be used 3 times. giving me a total of 6 names. these names would also have values next to them in columns CEG respectively. what formula can i use to get every combination of names possible with no repeat names and be able to keep the value under a certain amount at the same time?
